The #1 topic Congressional Offices in June 2015 was the dividend part of Carbon Fee and Dividend. Mostly, these were questions, and most urgently, staffers and MOCs wanted to know how would the dividend work? To answer such issues, CCL commissioned Allen Lerman, who worked for over 40 years at the US Treasury department. Lerman coordinated and supervised the implementation of the 2003 and 2008 tax rebate programs for individual taxpayers on behalf of Treasury, and designed the withholding changes used to pay the 2009-2010 Making Work Pay credit on a current basis. In short, he is probably the most qualified person in the country for figuring out how to get a dividend to as many Americans as possible.
