Dr. Richter joined CCL’s staff in 2013 after five years as a volunteer, completing his Ph.D., and getting paid to do scientific research on all 7 continents. As CCL’s first staffer in DC, he established our DC office where he has been responsible for developing our overall legislative strategy, clarifying the details of our policy, and interacting with other groups in DC. He has also overseen CCL’s research program, leading to our REMI Study, Household Impacts Study, and Dividend Delivery Study.

Forests, farms and wetlands in the United States already provide a substantial net carbon sink and have the capacity to reduce net annual greenhouse gas emissions in the U.S. by up to 21% through actions that will increase carbon storage and avoid greenhouse gas emissions. This session will show how leveraging management of forests and farms to deliver these reductions can amplify the impact of an economy-wide carbon price (e.g., the EICDA) on atmospheric carbon levels, making climate stabilization by 2050 more possible -- all while achieving multiple ecological co-benefits.

Researchers from Columbia University’s SIPA Center on Global Energy Policy and Rhodium Group conducted an analysis of the Energy Innovation and Carbon Dividend Act. The presentation will describe estimates of the policy’s impacts on US emissions and on the production, consumption and prices across the US energy system. In addition, it will include estimates of government revenues and individual rebates, and it will survey the literature on important impacts of the policy beyond the scope of the Columbia/Rhodium analysis.

This session presents CCL’s Coal Country Action Team’s white paper, “A New Day for the Coalfields” which calls for a 1% carve out from the fees collected, to be returned to the coalfields to aid in a just transition. This carve out for coal makes the bill more palatable for coal state legislators which impacts about 25 states. Even in a world with the EICDA, there is more to be done to provide opportunity to replace jobs and revenue in states and communities dealing with a rapidly declining coal industry.
